IMP variable to change when setting up openvz

The issue with ips dropped by vantage was due a mis-configured setting in vz.conf. The following value should be "all" in-case if the ve's are in different sub-nets --- NEIGHBOUR_DEVS=all --

It will be set as default to "detect" when installing openvz. I
